These washers are designed to act like a gasket between the underside of the bolt head and the surface that it's bolted to. They're made of soft aluminum and thus are able crush to seal any imperfections / surface irregularities. Oil can and does still work it's way down the thread of the bolt, but it's not able to get past the crush washer seal at the bolt head.
