Does this come the c-clip and flange?

Yes, the SSQV 4 includes a nickel-plated, die-cast metal secondary valve, and a stainless steel C-Clip and spring to increase sealing and durability.

I am replacing my old HKS SSQ, (5-8yrs), due to a ripped diaphragm.  My question is why is v1 more expensive than v4? I am running a GT30 on my STI.  Are all the different versions of the SSQ just to avoid imitation? I also recirculate to avoid the noise.

I am unsure why HKS has made many different versions of the SSQV, but I would assume it's to avoid imitation BOV's. There seem to be quite a few fake SSQV's on market today, and when they fail they make a bad name for HKS. They replace the current SSQV with a new design/upgrade it to keep the manufacturers of the fake SSQ's on their feet.

Is this compatible with a 2013 Kia Optima?

No, the Kia Optima uses a recirculated blow-off-valve and the SSQV-IV does not recirculate.
